bcachefs-tools: fix in fuse feature in RUSTFLAGS

Browse Source 
Currently, when "BCACHEFS_FUSE=1" is set, fusemount subcommand
still cannot be identified. Change RUSTFLAGS in Makefile to fix
this problem.
