Userspace tools for bcache-dev/bcachefs

This builds the bcache tool, which has a number of subcommands for formatting
and managing bcachefs filesystems:

bcache format
bcache unlock
bcache assemble
bcache incremental
etc.

Run bcache --help for full list of commands.
