dev-libs/xxhash-0.8.3-r1: force MANDIR to be FHS-style

Browse Source 
Makefile has accomodations for different platforms and different
locations for manpages, however, in Gentoo as well as Gentoo Prefix we
use FHS-style unconditionally.
