Savannah won't guarantee stability of snapshot tarballs and discourages using them at all. So, create our own tarballs with "git archive". As an added bonus, we can use xz instead of gzip which significantly decreases their size. See https://savannah.nongnu.org/support/index.php?111357 for details.
