sec-policy/*: stabilize 2.20250213-r1 SELinux policies
This fixes some serious issues and has been in ~arch for ages.

I did attempt to use the new stable group from 759e2225ae9d69cded09fb38d125cf1d85b5c5df
but hit two pkgdev bugs.
