Subject: [PATCH] ENH: Support Python 3.14 (#28748)
* MNT: use CPython internal APIs to hotfix temporary elision on 3.14
This is based on a diff from Sam Gross, see
https://github.com/numpy/numpy/issues/28681#issuecomment-2810661401
* TST: use refcount deltas in tests that hardcode refcounts
* TST: one more refcount test change I don't understand
* TST: fix ResourceWarning
* CI: add 3.14 and 3.14t linux CI
* CI: try with setup-python instead of setup-uv
* CI: fix 3.14t-dev cython install
* Update numpy/_core/src/multiarray/temp_elide.c
