dev-php/PEAR-PEAR: stabilize 1.10.16 for ALLARCHES

Browse Source 
Quickly stabilize this since it's relatively obsolete as a standalone
package and can cause build failures in the very popular dev-lang/php
when it raises warnings (like the previous version does).
