3b3a4312a8 sci-libs/openblas: fix RESTRICT for USE=cpudetection 
If USE=-cpudetection, then we don't want binpkgs to be created, because
detection is done at compile-time, not runtime.

28a1418952 app-emacs/org-mode: update SRC_URI 
Savannah won't guarantee stability of snapshot tarballs and discourages
using them at all. So, create our own tarballs with "git archive". As an
added bonus, we can use xz instead of gzip which significantly decreases
their size.
