Sam James 33852ee5c8 dev-lang/python: drop no-op USE=hardened ...

As reported at https://forums.gentoo.org/viewtopic-t-1163892.html.

In 5f58c0be83, I explained why USE=hardened
wasn't useful anymore for Python but forgot to remove it from IUSE. Fix that.
